Information in several languages is coming: Chile's disappearances and repression are now known. Chile's government innocence cannot be claimed by authorities.

GENEVA (9 August 2012) – The United Nations Working Group on Enforced or Involuntary Disappearances* will visit Chile from 13 to 21 August 2012.
"During the mission, the UN experts have examined the main initiatives and policies "undertaken by Chile on issues related to enforced or involuntary disappearances in the "context of the human rights violations in the past.
Comments:
The case of 15 year old minor José Huenante has been reviewed and the conclusions show that Chile's authorities have not make the effort to sort it out. The kidnappers are known, the three of them are Carabineros (uniformed police)  yet the Martial Court (responding to Military Justice and not determined by legal principles but rather by military obedience principles) have prevented any proper justice proceedings. All cases end in revocations of sentences, suspension of trials and, eventually no justice and never a single attempt to make justified reparation of individual and families affected by those crimes. Caso de José Huenante: Naciones Unidas dice que Justicia Militar es un Obstáculo para poner fin a la Impunidad

El Grupo de Trabajo de las Naciones Unidas sobre las desapariciones forzadas o involuntarias (GTDFI) visitó Chile del 13 al 21 de agosto de 2012. Dentro de su  informe preliminar aparece el caso de José Huenante desaparecido desde el 2005 luego de ser detenido por Carabineros de Chile.
Dice el documento que “El GTDFI recibió información del caso del joven José Huenante, desaparecido en 2005 y cuya investigación fue asignada a la justicia militar constituyendo no solo una violación del artículo 16.2 de la Declaración sino un obstáculo clave para poner fin a la impunidad de dicha desaparición forzada. Casos como el de José Huenante deben ser investigados de manera rápida y eficaz por la justicia ordinaria. En este sentido, se solicita al Estado chileno que revise y modifique la normativa interna adecuándola a los estándares internacionales de modo que la jurisdicción militar, de existir, no sea competente en casos de desapariciones forzadas ni otras violaciones de los derechos humanos. En particular, la Policía de Carabineros de Chile debe estar sometida a la jurisdicción ordinaria en el conocimiento de cualquier acto ilícito cometido por sus miembros”.
Hace más de seis años, el 3 de septiembre de 2005 José Huenante, joven mapuche de 16 años, fue detenido por un grupo de Carabineros en la población Mirasol de Puerto Montt. Desde entonces se desconoce su paradero. La alarma ciudadana fue inmediata, no así para el poder judicial que aún no ha podido esclarecer la verdad sobre el destino de José Huenante Huenante.
Según, Cecilia Huenante, madre del desaparecido, su hijo salió de la casa a eso de las 20 horas del 2 de septiembre. Más tarde, cerca de las 2:30 horas del 3 de ese mes, según testigos protegidos por la investigación, se presume que Huenante se enfrentó a Carabineros en plena Avenida Vicuña Mackenna donde más tarde fue subido al radio patrulla (RP) N°1375 perteneciente a la 5ta Comisaría de la sureña ciudad. Desde ese momento nadie lo ha vuelto a ver.

The Working Group of the United Nations on Enforced or Involuntary Disappearances (WGEID) visited Chile from 13 to 21 August 2012. In its preliminary report Jose Huenante has been missing since 2005 after being arrested by Chilean police.
The document says that "The information received by the WGEID indicated that young Joseph Huenante, disappeared in 2005. His  investigation was assigned to the Military Courts constitute not only a violation of Article 16.2 of the Declaration but a key obstacle to ending impunity for this disappearance. Cases like José Huenante must be investigated quickly and effectively by the ordinary courts. In this sense, the Chilean State is requested to review and amend the internal rules adapting to international standards so that military jurisdiction, if any, does not have jurisdiction in cases of enforced disappearances and other human rights violations. In particular, the Carabineros police should be subject to general jurisdiction whenever there is knowledge of any unlawful act committed by its members. "
More than six years, the September 3, 2005 Joseph Huenante young Mapuche 16, was arrested by a group of police in the town of Puerto Montt Mirasol. Since then his whereabouts are unknown. Town citizenry was immediately alarmed, but the judiciary authorities (Martial Court) have not yet been able to establish the truth about the fate of Jose Huenante Huenante. 
(Note of translator: Minor José Huenante Huenante, 15 years old, after having been bashed by Carabineros has continued to be missing. According to Cecilia Huenante, mother  of the missing boy, her son left the house at about 20 pm on Sept. 2. Later, around 2:30 pm on the 3rd of that month, according to research by protected witnesses, presumably Huenante faced police at Avenida Vicuña Mackenna where he was later boarded the a police patrol vehicle (RP) No. 1375 belonging to the 5th police station in the southern city. Since then nobody has seen him.
